Draft Legislation

Part of APSO’s mandate is to protect the livelihood of its members by ensuring that any legislation or changes that could adversely affect the labour recruitment industry are challenged. Currently much debate centres on the lack of regulation within the labour recruitment industry and the majority of trade unions are vehemently opposed to the use of Temporary Employment Services (TES) in particular.

APSO, via CAPES, is committed to professionalizing the labour recruitment industry as a whole and believes that better regulation and higher barriers to entry are essential.

In the last year, several pieces of legislation have been passed that affect the labour recruitment industry and other proposed changes have been published in Government Gazettes. APSO keeps an eye on these developments and provides its members with information and comment to assist members in understanding the proposed changes, the possible affect on the industry and how best to react.

This section records the proposed changes to legislation and the official CAPES response that was tabled as a result to the publication. Although the Government Gazettes are available to the public, the CAPES responses are only available to members – if you’d like to read these, please log in.
